üChina: Five departments, including the Ministry of Education, release the "AI + Education" Action Plan. By 2030, it aims to establish a deep AI-education integration through four major tasks, cultivating AI talent and literacy, deepening AI-education integration, upgrading AI infrastructure, and building an open ecosystem.
üUnited States: On April 9, Gallup, in collaboration with partner institutions, released a survey report titled Voice of Gen Z: The AI Paradox, which tracks the evolving ways in which Generation Zyouth engage with AI.
üIndia:India aims to become a global education hub, targeting 500,000 international students by 2047. However, facing the contradiction of rising policy efforts yet persistently low inbound student flows, the government is now strengthening coordinated action on policy implementation, infrastructure investment, and releasinginstitutional autonomy.
üInternational Organization: OECD recently hosted a webinar titled "How Much Education Do Teachers Need?", drawing on the latest findings from TALIS 2024. The discussion explored global trends in reforming teacher education, with a particular focus on the importance of teacher professional knowledge and the diverse pathways into the teaching profession.
China: Five Departments Jointly Issue "AI + Education" Action Plan to Comprehensively Build a New Education System for the AI Era
Five departments, including the Ministry of Education, have jointly issued the "AI + Education" Action Plan to build a new education system for the AI era. The plan advances four key tasks: cultivating AI talent and enhancing literacy through AI courses across primary, secondary, higher, and vocational education; promoting deep AI-education integration to empower learning, teaching, governance, and research; developing a foundational environment by building a national educational intelligent computing platform and future-oriented spaces; and fostering an open ecosystem through innovation, better resource guarantees, international cooperation, and solid security safeguards.
The plan specifies that by 2030, a landscape of deep AI-education integration will basically take shape. It aims to establish a vertically coherent and horizontally interconnected AI education system spanning all academic stages, alongside a general AI literacy system for society. Ultimately, it seeks to significantly boost the scale and quality of AI talent and create a long-term mechanism to foster AI literacy among all citizens.

United States: Seven Key Findings on the Relationship Between Generation Z and AI, U.S. Youth Hold a Cautious View of AI' s Value
On April 9, Gallup, in collaboration with GSV Ventures and the Walton Family Foundation, released the reportVoices of Gen Z: The AI Paradox, which aims to track the evolving ways in which Generation Z engage with AI.
The report highlights the complex and nuanced relationship between U.S. youth and AI, identifying seven key findings: stabilization in usage frequency; a shift in sentiment from positive to more negative attitudes; growing polarization in user perceptions; skepticism about AI' s role in developing core skills; concerns about AI as a workplace risk; recognition of AI skills as essential for the future; and a high level of confidence in their own AI capabilities.
Overall, while Gen Z acknowledges the importance of AI and remains curious about its potential, they adopt a cautious stance toward its value and express increasing concern about its broader implications.

India: India Sets Strategy of Becoming a Global Education Hub, But Policy Implementation and Infrastructure Gaps Remain Key Constraints
India has set a strategic goal of becoming a global education hub, yet international student inflows remain far below expectations. In 2025, India received only about 72,000 foreign students — for every 22 Indian students studying abroad, only one international student came to India. The government's original target of enrolling 500,000 foreign students by 2047 is now hampered by obstacles such as cumbersome visa procedures, inadequate campus infrastructure, and a lack of post‑graduation employment pathways.
India has launched the "Study in India" programme, with over 800 universities already registered. The country has also permitted higher education institutions to create up to 25% supernumerary seats for international students and has opened the door to the establishment of foreign university campuses. While some institutions have seen a notable rise in international enrollment, overall results remain limited. Experts point out that to truly attract foreign learners, India urgently needs sustained policy execution, greater investment in campus infrastructure and student services, and, in line with the National Education Policy 2020, graded autonomy for undergraduate institutions to enable flexible curriculum design and credit transfer.

International Organization:OECD Webinar "How Much Education Do Teachers Need?" Explores Global Teacher Education Reforms
Recently, the Organisation for Economic Co-operation and Development hosted a webinar entitled "How Much Education Do Teachers Need?". The event was moderated by TALIS analyst Heewoon Bae and featured expert Marco Paccagnella, alongside representatives from education authorities in Australia, Estonia, and South Africa.
Drawing on the latest data from the Teaching and Learning International Survey(TALIS), the webinar explored global patterns in teacher qualification requirements, diversified pathways into the profession, and the practical challenges faced by teachers. The discussion focused on six key issues:
Teachers' educational backgrounds, while a master' s degree remains the dominant qualification in many systems, notable cross-country variations persist.
Teacher preparation pathwaysare becoming increasingly diversified, with alternative routes and flexible models gaining traction.
Ensuring the quality of teacher educationrequires the establishment of coherent standards spanning the entire teaching career.
Adisconnect between teacher training content and real-world classroom demands, highlighting the urgent need to strengthen the development of emerging competencies.
In-service professional developmentis characterized by a strong emphasis on practice-oriented learning and school-based collaboration.
Ashared consensus that teacher educationshould move beyond a narrow focus on duration and instead return to its core purpose, redefining and strengthening the fundamental nature of teacher-student relationships.
