After more than two years of preparation, on November 4, the resolution to establish the UNESCO Teacher Education Centre in Shanghai was adopted without debate at the 39th General Conference of the United Nations Educational, Scientific and Cultural Organization (UNESCO) held in Paris. The Centre became the only global Category Ⅱ Institute in the field of teacher education.

Aligning with national strategies, TEC launched The Belt and Road Exchange Project—a senior training program for education administrators from Belt and Road Initiative (BRI) partner countries. To date, it has been held consecutively for 7 sessions. In 2023, Professor Zhu Yongxin, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), attended the opening ceremony of the International Seminar on Teacher Workforce Development for BRI Partner Countries.

The World Bank has continuously funded education delegations from multiple African countries to participate in training programs. From 2017 to 2019, education delegations from Kenya’s Ministry of Education, Lesotho’s Ministry of Education, and Zambia’s Ministry of Education visited successively to join the training.
