TALIS (Teaching and Learning International Survey) is a major international education research initiative organized by the Organisation for Economic Co-operation and Development (OECD), following the Programme for International Student Assessment (PISA). It aims to understand teachers’ working conditions, professional development, and school environments, collect comparable information, and provide evidence and recommendations for policy improvement in teacher development across countries.
The survey stems from the recognition that among the many factors influencing students’ literacy and academic performance, teachers are the most critical within the school education system. Attracting, developing, and retaining excellent teachers are top priorities for education systems worldwide (OECD, 2005). Building on this premise, TALIS primarily investigates the teaching conditions and learning environments of school teachers, focusing on five core policy areas: effective school policies, teacher professional development, effective teaching and instruction, attracting top talent to the teaching profession, and teacher workforce stability.
