Researcher Li Tingzhou and Distinguished Professor Naidoo from the TEC Provide Expert Advice on the Formulation of Vietnam's Teacher Law

To better advance the formulation of its national Teacher Law, Vietnam's Ministry of Education and Training hosted an international conference entitled Teacher Policy and Legislative Framework: Global Experiences and Vietnam's Solutions in Hanoi on November 26, 2024. Attendees included Valérie Djioze and Peter Wallet, officials from the UNESCO International Teacher Task Force; Miki Nozawa, Head of the Education Department at UNESCO Vietnam Office; Vu Minh Duc, Director of the Department of Teachers and Educational Administration under Vietnam's Ministry of Education and Training; Lê Anh Vinh, President of the Vietnam Academy of Educational Sciences; and over 100 scholars and officials involved in legislative research.

Researcher Li Tingzhou delivered a keynote speech titled Teacher Legislation and Policy Framework: Experiences from China and answered questions from the participants.


During the conference, Researcher Li Tingzhou and Professor Naidoo held a 150-minute thematic seminar with members of the core drafting team for Vietnam's Teacher Law. Attendees included 9 officials from Vietnam's Ministry of Education and Training (including Director Vu Minh Duc), 3 representatives from Vietnam's Ministry of Justice and Ministry of International Cooperation, and 5 experts. Researcher Li Tingzhou outlined the basic background of China's teacher policies and legislation, the status of teachers and related policy safeguards, the policy system for promoting teacher professionalism, and the policy system for teacher appointment and management. He also put forward five suggestions for the formulation of Vietnam's Teacher Law. During the session, Researcher Li Tingzhou and Professor Naidoo engaged in in-depth exchanges on over 20 issues of concern to the Vietnamese side, including teacher qualification certification, professional development, status and benefits, and teacher appointment.
